★ Important One-liners
- BNEI MENASHE – LEARNING HEBREW TO SETTLE IN ISRAEL: Thousands of members of the Bnei Menashe community of Manipur and Mizoram are migrating to Israel, where learning Hebrew decides whether young migrants can continue studies and find jobs. The community believes it descends from the biblical Tribe of Manasseh, one of the so-called “lost tribes of Israel”, and has practised forms of orthodox Judaism for generations. Israel facilitates their immigration through religious recognition and conversion; the Dayanim (judges of a Jewish religious court) oversee this process. Key hurdles: religious recognition, language lessons, interrupted education (many students arrive without finishing Class 12 exams) and the search for work.

★ Important One-liners
- ESIC NEW AMNESTY SCHEME 2025 EXTENDED TILL 31 DECEMBER 2026: The Labour Ministry has extended the Employees’ State Insurance Corporation (ESIC) New Amnesty Scheme 2025 by three months, till 31 December 2026, after representations from stakeholders. The scheme originally ran from 1 Oct 2025 to 30 Sept 2026. It is a one-time dispute resolution scheme to cut court backlogs under the erstwhile ESI Act: (i) ad hoc assessments can be settled by paying actual contributions and interest, without any damages; (ii) cases where dues are already paid can be withdrawn on paying 10% of the disputed damages; (iii) cases on non-submission of records or delayed payment can be withdrawn with court permission once compliance is done. Only court cases filed on or before 31 March 2025 are eligible. Aim: ease of doing business + protecting ESIC beneficiaries.
- Static: ESIC was set up under the ESI Act, 1948 (now subsumed in the Code on Social Security, 2020); it works under the Ministry of Labour & Employment.

PM-KISAN 24th Instalment: ₹18,690 Crore to 9.34 Crore Farmers

Why in News: Prime Minister Narendra Modi releases the 24th instalment of PM-KISAN on 30 October 2026 at Banaskantha, Gujarat. More than ₹18,690 crore will go directly into the bank accounts of over 9.34 crore farmers. He will also dedicate 521 units built under the Agriculture Infrastructure Fund (AIF) and inaugurate 12 horticulture clusters.
▸ What is PM-KISAN? (in simple words)
- Basic idea: The government gives a fixed amount of cash directly to farmer families every year, so they can buy seeds, fertiliser and meet household needs at sowing time without borrowing from moneylenders.
- Full name: Pradhan Mantri Kisan Samman Nidhi (PM-KISAN).
- Type of scheme: Central Sector Scheme – 100% funded by the Government of India; States do not share the cost.
- Ministry: Ministry of Agriculture & Farmers Welfare.
- Launch: Launched in February 2019, but made operational (effective) from 1 December 2018.
- Benefit: ₹6,000 per year per landholding farmer family, paid in three equal instalments of ₹2,000 through Direct Benefit Transfer (DBT).
| Instalment period | Months |
|---|---|
| 1st period | April – July |
| 2nd period | August – November |
| 3rd period | December – March |
▸ Who gets it?
- Coverage: All landholding farmer families across India.
- “Family” means: Husband, wife and minor children.
- Identification: State Governments and UT administrations identify eligible farmer families as per scheme guidelines; money goes straight to beneficiaries’ bank accounts.
▸ Who is excluded? (higher economic status)
- Institutions: All institutional landholders.
- Constitutional & elected posts: Former and present holders of constitutional posts; former/present Union & State Ministers, MPs (Lok Sabha/Rajya Sabha), MLAs, MLCs, Mayors of Municipal Corporations and Chairpersons of District Panchayats.
- Government employees: Serving or retired officers/employees of Central/State Governments, PSEs, attached offices, autonomous bodies and regular local-body employees – except Multi Tasking Staff / Class IV / Group D.
- Pensioners: Retired pensioners with monthly pension of ₹10,000 or more (except MTS/Class IV/Group D).
- Taxpayers: All persons who paid income tax in the last assessment year.
- Professionals: Registered and practising doctors, engineers, lawyers, chartered accountants and architects.
▸ Other announcements at Banaskantha
- 521 AIF units: Storage, processing and related post-harvest infrastructure dedicated to the nation – reduces crop wastage and distress sale.
- 12 horticulture clusters: To promote high-value horticulture crops (fruits, vegetables, flowers) and raise farmers’ income.
- About AIF: Launched in 2020 as a ₹1 lakh crore financing facility for farm-gate infrastructure; gives 3% interest subvention on loans up to ₹2 crore and credit guarantee cover through CGTMSE.
GS Facts
- Banaskantha – north Gujarat district bordering Rajasthan; HQ Palanpur; known for Banas Dairy and the Ambaji temple.
- DBT in India began on 1 January 2013.
- PM Kisan Maan-dhan Yojana (2019) – pension of ₹3,000/month at age 60 for small & marginal farmers (contributory).
- PM-KUSUM – solar pumps for farmers; Kisan Credit Card – 1998 (NABARD, R.V. Gupta Committee).
⚠ Exam Trap:
- PM-KISAN is a Central Sector scheme (100% Centre) – NOT Centrally Sponsored.
- Effective date 1 Dec 2018 vs launch Feb 2019 – examiners swap these.
- Each instalment is ₹2,000; ₹6,000 is the yearly total.
- PM-KISAN (income support) ≠ PM Kisan Maan-dhan (pension) ≠ PM-KUSUM (solar pumps).
✍ Mains Angle
Direct income support reaches farmers quickly and without leakages, but PM-KISAN covers only landholders – tenant farmers, sharecroppers and landless labourers are left out. Its value has also not been raised since 2019. Q: “Direct income support is necessary but not sufficient to address farm distress in India.” Discuss. (150 words)

ARISE Cities Forum 2026 & Delhi Declaration 2026

Why in News: The second ARISE Cities Forum, co-hosted by ICLEI South Asia and the National Institute of Urban Affairs (NIUA) with support from the Ministry of Housing and Urban Affairs (MoHUA), ended with the Delhi Declaration 2026. This joint call of Global South cities will be taken to COP31 in Antalya, Türkiye.
▸ What is ARISE? (in simple words)
- Full form: ARISE = Adaptive, Resilient, Innovative, Sustainable and Equitable.
- What it is: The flagship urban resilience forum of local governments of the Global South, led by ICLEI South Asia.
- Why cities matter: Cities produce a large share of emissions and are the first to face floods, heatwaves and water stress. Mayors and city officials, however, have little voice at UN climate talks. ARISE gives them a common platform.
| ARISE 2026 | Details |
|---|---|
| Edition | 2nd (first was in 2025) |
| Theme | “From Bharat to Antalya — Commit. Implement. Deliver.” |
| Participants | 200+ from 50+ cities in 18+ countries; 100+ speakers |
| Format | 2 days; 3 technical plenaries + 14 technical sessions |
| Outcome | Delhi Declaration 2026 → COP31, Antalya |
▸ What did the Delhi Declaration 2026 ask for?
- Multilevel collaboration: Stronger cooperation between national, state and local governments on climate action.
- Recognition: Cities and local governments to be treated as indispensable partners in global climate governance.
- Delivery: Measurable, locally driven climate initiatives built on collaboration, sustainability, resilience and equity.
▸ First edition (2025)
- Dates & venue: 8–9 October 2025, New Delhi.
- Theme: “From Bharat to Belém: Ideas to Implementation”.
- Outcome: Delhi Declaration 2025, handed over to the COP30 Presidency (Belém, Brazil).
GS Facts
- ICLEI – Local Governments for Sustainability: global network of cities, founded 1990, HQ Bonn, Germany; South Asia office in New Delhi.
- NIUA: set up in 1976; autonomous think tank of MoHUA on urban development.
- COP31 (2026): hosted in Antalya, Türkiye; under a 2025 deal, Australia leads the negotiations. COP30 (2025): Belém, Brazil.
- 74th Constitutional Amendment (1992) – urban local bodies; 12th Schedule includes urban forestry and protection of the environment.
⚠ Exam Trap:
- ARISE is led by ICLEI South Asia – not UN-Habitat or UNEP.
- Two Delhi Declarations: 2025 → COP30 (Belém); 2026 → COP31 (Antalya). Don’t confuse with the BIMSTEC Delhi Declaration (14–15 Oct).
- NIUA works under MoHUA, not the Environment Ministry.
✍ Mains Angle
Urban local bodies control buildings, transport, waste and water – the sectors where adaptation actually happens – but lack funds and powers. Q: “Cities are the front line of climate action but the back bench of climate finance.” Examine with reference to Indian cities. (150 words)
HEALTH
Ayushman Vay Vandana Completes 2 Years

Why in News: Ayushman Vay Vandana completed two years on 29 October 2026. Launched by the PM on 29 October 2024, it extends Ayushman Bharat – PM-JAY cover to every citizen aged 70 years and above, irrespective of income. So far it has recorded 23.46 lakh hospital admissions worth ₹5,668.80 crore.
▸ What is it? (in simple words)
- Before: PM-JAY covered mainly poor and vulnerable families (identified through SECC 2011 data).
- Now: Every senior citizen aged 70+ is eligible – rich or poor – so that costly hospital treatment in old age does not push families into debt.
- Implementing agency: National Health Authority (NHA), under the Ministry of Health and Family Welfare.
- Target group: About 6 crore senior citizens in about 4.5 crore families.
▸ Benefits
- Cover: Up to ₹5 lakh per family per year for secondary and tertiary care hospitalisation.
- Top-up for PM-JAY families: If the family is already under AB PM-JAY, the 70+ member gets an additional ₹5 lakh per year exclusively for themselves; this is separate from the cover for family members below 70.
- Card: Beneficiaries get the Ayushman Vay Vandana Card.
| Two-year data (as on 20 Oct 2026) | Figure |
|---|---|
| Authorised hospital admissions | 23.46 lakh |
| Value of admissions | ₹5,668.80 crore |
| Most availed procedure | Cataract surgery – 4.71 lakh (~20.1%) |
| 2nd most availed | Chronic haemodialysis – ~2.90 lakh |
| Highest in value | PTCA (angioplasty) – ~₹649 crore |
▸ Medical terms made easy
- Cataract: Clouding of the eye lens; surgery replaces it – shows a long-pending gap in eye care for the elderly.
- Haemodialysis: A machine filters the blood when the kidneys fail; needs regular hospital visits.
- PTCA: Percutaneous Transluminal Coronary Angioplasty – a balloon/stent opens blocked heart arteries.
- Others: Total knee replacement, acute exacerbation of COPD (a chronic lung disease), acute febrile illness and acute kidney injury.
GS Facts
- AB PM-JAY launched on 23 September 2018 at Ranchi; world’s largest government-funded health assurance scheme.
- Ayushman Bharat has two pillars: PM-JAY (hospital cover) and Ayushman Arogya Mandirs (earlier Health & Wellness Centres).
- 29 Oct 2024 was Dhanvantari Jayanti / 9th Ayurveda Day – launch date of Vay Vandana.
- Secondary care = district/specialist hospitals; tertiary care = super-speciality hospitals.
⚠ Exam Trap:
- Age limit is 70 years – not 60, 65 or 75.
- Eligibility is irrespective of socio-economic status.
- Implemented by NHA – not NHM or ICMR.
- Most frequent = cataract; highest value = PTCA. Don’t swap them.
✍ Mains Angle
India’s elderly share is rising fast, and older people face high out-of-pocket spending on chronic illness. Hospital cover alone does not pay for medicines, OPD visits or long-term care. Q: “Evaluate Ayushman Vay Vandana as a response to the healthcare needs of India’s ageing population.” (150 words)

India Votes at UNGA to End the US Embargo on Cuba

Why in News: On 28 October 2026, the 193-member UN General Assembly adopted the annual resolution calling for an end to the US economic, commercial and financial embargo on Cuba – 130 in favour, 17 against, 25 abstentions. India voted in favour. This is the 34th consecutive year the resolution has passed (first in 1992).
▸ Background (in simple words)
- 1959: Fidel Castro overthrew a US-backed government in Cuba and aligned the island with the Soviet Union.
- The embargo: The US has kept a strict trade embargo and sanctions on Cuba for over six decades to pressure its communist government.
- Cuba’s view: The embargo has crippled its economy – severe fuel shortages, blackouts and poverty.
- Resolution title: “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba”.
| UNGA vote (28 Oct 2026) | Countries |
|---|---|
| In favour | 130 |
| Against | 17 |
| Abstained | 25 |
| UNGA membership | 193 |
▸ India's stand – Counsellor Soumya Nair
- Speaker: Soumya Nair, Counsellor at India’s Permanent Mission to the UN.
- Against extraterritorial laws: India rejects laws with extraterritorial effect that hurt the sovereignty of other states, and asks all states to repeal such laws as per the UN Charter and international law.
- Multilateralism: Global problems are best solved through dialogue and diplomacy.
- Humanitarian impact (UNSG report): Cuba faces shortage of over 60% of essential medicines; food production fell more than 50% in five years; fuel export curbs worsened its energy crisis, hitting health, education, water, food distribution and transport.
▸ Is it binding? Drama at the UNGA
- Not binding: UNGA resolutions of this kind are not legally binding – they show world opinion.
- 27 Oct clash: US Ambassador Mike Waltz and Cuban Foreign Minister Bruno Rodríguez Parrilla clashed at the podium; UNGA President Khalilur Rahman suspended the session.
- US response: Waltz said the conduct violated the Host Country Agreement and a Cuban diplomat would be sent back to Havana.
GS Facts
- Cuba – largest island in the Caribbean; capital Havana; one-party communist state.
- Bay of Pigs invasion – 1961; Cuban Missile Crisis – October 1962.
- Helms–Burton Act (1996) – US law that tightened the embargo and gave it extraterritorial reach.
- UN–US Host Country Agreement (1947) – governs UN HQ in New York and diplomats’ entry.
- UNGA: one country, one vote; ‘important questions’ need a two-thirds majority (Article 18, UN Charter).
⚠ Exam Trap:
- UNGA resolutions are recommendations, not binding (unlike UNSC decisions under Chapter VII).
- Vote: 130–17–25 – don’t mix the figures.
- First adopted in 1992; 2026 is the 34th consecutive adoption.
- India’s statement was by a Counsellor (Soumya Nair), not the Permanent Representative.
✍ Mains Angle
India’s vote reflects strategic autonomy and its own experience of extraterritorial sanctions (CAATSA, Iran sanctions affecting Chabahar). Q: “Unilateral sanctions with extraterritorial reach weaken multilateralism.” Discuss with reference to India’s position. (150 words)
