POLITY

SC Questions ECI: Can Laxity in Returning SIR Forms Forfeit the Right to Vote Forever?

UPSC Prelims + GS-II (Elections, Right to Vote) TNPSC Unit V – Indian Polity SSC/RRB Polity Source: The Hindu ↗

Supreme Court on SIR voter deletions and Form 6 | Daily Current Affairs 29 October 2026

Why in News: The Supreme Court on 28 October 2026 questioned the Election Commission of India’s authority to deprive citizens of their right to vote forever simply because they did not return enumeration forms during the Special Intensive Revision (SIR) – an exercise that has removed nearly 13 crore voters across the country. The Bench was headed by CJI Surya Kant, with Justice Joymalya Bagchi.

▸ What the Court Said

  • Justice Bagchi: Can a voter’s being ‘lax, inert or non-responsive’ be a ground to forfeit the right to vote forever?
  • ECI was in ‘error’ in forcing pre-existing voters who were deleted to apply as new voters through Form 6 – this makes them misrepresent themselves, which is an offence.
  • Forms 6, 7 and 8 of the Registration of Electors Rules, 1960 are “cast in stone” – the ECI cannot change them.
  • ECI could have used its ‘residuary powers’ to give non-responding voters a chance to explain and file belated enumeration forms.
  • The Bihar SIR judgment (27 May) is not a binding precedent; the ‘logical discrepancy’ category (allowed in West Bengal as an interim measure) has not been finally adjudicated.
  • Advice: Use the ‘simplest remedy’ – deleted voters who shifted within Delhi can use Form 8; physical lists of deleted voters in vernacular to be put up at every block; ECI given two weeks to consider course correction.

▸ Delhi SIR – Key Numbers

  • Electors at start: 1,45,10,299; marked as not returning forms (absent/shifted/dead/duplicate): 47,56,722.
  • Last date for claims and objections: 30 October – CJI: ‘Don’t go by any timeline. Nothing is happening in Delhi.’ ECI assured an extension.
  • Petitioners: activists Anjali Bhardwaj and Amrita Johri, represented by Prashant Bhushan.

▸ Know the Forms

FormUse
Form 6New voter enrolment
Form 7Objection to inclusion / deletion of names
Form 8Shifting of residence, correction, replacement EPIC

GS Facts: Electoral Rolls

  • Article 324 – EC’s superintendence of elections
  • Article 326 – elections on adult suffrage
  • RP Act, 1950 – electoral rolls; Section 21(3) allows a special revision
  • Registration of Electors Rules, 1960 – prescribe Forms 6, 7, 8
  • Last nationwide intensive revisions were in 2002–2004.

⚠ Exam Trap:

  • Form 7 is for objection/deletion; Form 8 for shifting/correction; Form 6 for new voters.
  • The Court said the Bihar SIR judgment is not a binding precedent.
  • Forms are prescribed by Rules (1960), which the ECI alone cannot alter.

ECONOMY

UPSC Prelims + GS-III (Manufacturing, Logistics) TNPSC Unit VI – Indian Economy SSC/RRB Economy / Schemes Source: PIB ↗

Container Manufacturing Promotion Scheme | Daily Current Affairs 29 October 2026

Why in News: The Union Cabinet approved the Container Manufacturing Promotion Scheme (CMPS) with a budgetary outlay of ₹10,000 crore up to FY 2039-40, to build a globally competitive container manufacturing ecosystem, reduce import dependence and strengthen supply-chain resilience. It was announced in the Union Budget 2026-27.

▸ Components

ComponentOutlaySupport
Interest Subvention Assistance (ISA)₹859 cr3% p.a. on term loans – greenfield (≥1 lakh TEU/yr) & brownfield (≥25,000 TEU/yr)
Operational Expenditure Assistance (OEA)₹8,891 crSupport per container made to global shipping standards and sold
Testing & Certification₹150 crCommon facilities, e.g., dynamic longitudinal impact testing
Scheme management₹100 crAdministration, monitoring, capacity building
  • Domestic content: Must rise from 70% to 90%.
  • Land support: Leasing at 25% of the notified rate at major ports.
  • Governance: Inter-Ministerial Steering Committee chaired by the Secretary, Ministry of Ports, Shipping and Waterways.

▸ Expected Impact

  • Raise domestic container capacity about ten-fold, to 7.5 lakh TEUs a year; make India an export hub for shipping containers.
  • Jobs: About 3,000 direct and 50,000+ indirect – in steel, components and logistics; boost to ancillary industries like corner castings, specialised steel, wooden frames, paints.
  • Economic output: About ₹75,000 crore by FY 2039-40 – over 7 times the support.
  • Demand drivers: Replacement of the global fleet, the Bharat Container Shipping Line, and new mega ports – Vadhavan (Maharashtra) and Galathea Bay (Great Nicobar).

▸ Key Term

  • TEU (Twenty-foot Equivalent Unit): Standard unit of container capacity – one 20-foot container = 1 TEU; a 40-foot container = 2 TEUs.

GS Facts: Ports & Shipping

  • Global container manufacturing is dominated by China
  • Vadhavan Port (Palghar, Maharashtra) – planned as one of the world’s top deep-water ports
  • Galathea Bay – proposed International Container Transhipment Port in Great Nicobar
  • Maritime India Vision 2030 and Amrit Kaal Vision 2047 guide port-led growth.

⚠ Exam Trap:

  • CMPS outlay is ₹10,000 crore up to FY 2039-40; the biggest component is Operational Expenditure Assistance (₹8,891 crore).
  • The steering committee is chaired by the Secretary, MoPSW, not NITI Aayog.
  • TEU = twenty-foot equivalent unit.

₹3.25 lakh crore Taxes Collected Against ₹19,000 crore Mobile PLI: Vaishnaw

UPSC Prelims + GS-III (Industrial Policy, Electronics) TNPSC Unit VI – Indian Economy SSC/RRB Economy Source: The Hindu ↗

Mobile PLI – taxes collected vs incentives | Daily Current Affairs 29 October 2026

Why in News: Union Electronics and IT Minister Ashwini Vaishnaw said the government collected ₹3.25 lakh crore from the mobile phone industry – ₹25,000 crore direct tax and ₹3 lakh crore GST – against ₹19,000 crore paid as incentives under the mobile Production-Linked Incentive (PLI) scheme.

▸ Electronics Growth – 10 Years

Indicator2014-152024-25
Electronics production₹1.9 lakh cr₹11.3 lakh cr (~6x)
Mobile phone production₹0.18 lakh cr₹5.5 lakh cr
Electronics exports₹0.38 lakh cr₹3.3 lakh cr (~8x)
  • Mobile exports: about ₹2 lakh crore in FY 2025; mobile imports fell to about 0.02% of domestic demand in 2024-25 (from 75% ten years earlier).
  • Jobs: Electronics manufacturing employs 25 lakh; mobile manufacturing alone 12 lakh.

▸ Next Step

  • Mobile Phone Manufacturing Scheme (MPMS): Total incentive of ₹62,500 crore to boost local production and develop Indian smartphone brands designed and made in India.
  • Target for an Indian smartphone brand: October 2028.

▸ The Debate

  • Critics: India still imports many components, so value addition is limited.
  • Government: PLI has paid for itself through tax collections, jobs and exports.

GS Facts: PLI Schemes

  • First PLI – for large-scale electronics manufacturing (2020)
  • Extended to 14 sectors in 2021 (₹1.97 lakh crore)
  • Incentives linked to incremental sales over a base year
  • India Semiconductor Mission supports chips and display fabs.

⚠ Exam Trap:

  • The ₹3.25 lakh crore is taxes collected (mostly GST ₹3 lakh crore), against ₹19,000 crore incentives paid.
  • MPMS (₹62,500 crore) is a new scheme, different from the earlier mobile PLI.

UPSC Prelims + GS-III (Energy) + GS-II (India–Singapore, India–Bhutan) TNPSC Unit VI – Indian Economy SSC/RRB Economy / Energy Source: DD News ↗

Singapore International Energy Week 2026 – Shripad Naik | Daily Current Affairs 29 October 2026

Why in News: MoS for Power and New & Renewable Energy Shripad Yesso Naik led India’s delegation to the Singapore International Energy Week (SIEW) 2026 (Marina Bay Sands, 26–28 October) and held talks with Singapore, Bhutan, IRENA and the IEA. SIEW 2026 marked 25 years of Singapore’s Energy Market Authority.

▸ India’s Power Sector – Key Numbers

  • Installed capacity: 558.9 GW (30 September 2026); about 308 GW (55%) from non-fossil sources.
  • India reached 50% non-fossil capacity in June 2025 – five years ahead of its 2030 NDC target; now aiming for 500 GW non-fossil by 2030.
  • PM Surya Ghar Muft Bijli Yojana: about 53 lakh rooftop solar systems, benefiting 63 lakh households.
  • PM-KUSUM: about 12 lakh standalone solar pumps; 17 lakh+ grid-connected pumps solarised; 16.7 GW decentralised RE; 30 lakh farmers benefited.

▸ Bilateral Highlights

  • Singapore: Proposed cross-border electricity interconnection; invited investment in transmission, pumped storage, battery storage and renewables; cooperation in green hydrogen and ammonia.
  • Bhutan: Reviewed the 1,200 MW Punatsangchhu-I (dam concreting resumed April 2026) and the operational 1,020 MW Punatsangchhu-II project; cross-border transmission planning up to 2040.
  • IRENA: Cooperation under the MNRE–IRENA Strategic Partnership Agreement (January 2022).
  • IEA: Upcoming India Renewable Energy Market Report 2026 and India Critical Minerals Report.
  • Site visits: Sembcorp’s 326 MWh Battery Energy Storage System, Jurong Island – the largest in Singapore and South-East Asia; Keppel’s 22 MW waste-to-energy plant, Tuas.

GS Facts: Energy Bodies

  • IRENA – International Renewable Energy Agency; set up in 2009; HQ Abu Dhabi
  • IEA – International Energy Agency; set up in 1974 after the oil crisis; HQ Paris; India is an Association country (2017)
  • India–Singapore: Comprehensive Strategic Partnership (2024).

⚠ Exam Trap:

  • India’s 55% non-fossil share is of installed capacity, not of actual electricity generation.
  • IRENA is in Abu Dhabi, IEA in Paris.
  • Punatsangchhu-II (1,020 MW) is operational; Punatsangchhu-I (1,200 MW) is still under construction.

Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) | Daily Current Affairs 29 October 2026

Why in News: The Union Cabinet approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY), a Centrally Sponsored Scheme for next-generation governance transformation of Panchayats, for 2026-27 to 2030-31 – co-terminus with the Sixteenth Finance Commission period.

  • Revenue: Help Panchayats raise Own Source Revenue (OSR) and become self-reliant.
  • Awareness: Each awareness campaign to reach at least 1 crore citizens through Gram Sabhas and digital platforms.
  • Why now? The 16th Finance Commission recommended about ₹4.35 lakh crore in grants for Rural Local Bodies (2026–31) – Panchayats need capacity to use these funds well.

▸ Paradigm Shift

  • From prescription-based to demand-driven planning based on local resources, local constraints, local capacity and local planning.

GS Facts: Panchayati Raj

  • 73rd Constitutional Amendment Act, 1992 – Part IX (Articles 243–243O); Eleventh Schedule – 29 subjects
  • PESA Act, 1996 – Panchayats in Fifth Schedule areas

  • PM VGSY is a Centrally Sponsored scheme (Centre + States share costs), not a Central Sector scheme.
  • It covers even non-Part IX areas.
  • It runs 2026-27 to 2030-31, matching the 16th (not 15th) Finance Commission.
