POLITY
SC: Any Voter Can Prosecute Candidates for False Information in Nomination Affidavits

Why in News: The Supreme Court held that ordinary private citizens can file criminal complaints against election candidates who give false information or conceal information in their nomination affidavits – not just public servants or competent authorities. The judgment was by a Bench of Justices Dipankar Datta and Sheel Nagu.
What the Court Said
- The law does not insist that only public servants can lodge complaints under Section 125A of the Representation of the People Act, 1951.
- Section 195 CrPC (court can take cognisance only on a public servant’s complaint for certain offences) does not apply to Section 125A.
- When Parliament amended Section 195 in April 2006, it was aware of Section 125A (inserted in August 2002) but did not extend the restriction to it.
- Section 125A applies ‘notwithstanding anything contained in any other law’.
- Impact: Empowers the vigilant citizen-voter with locus standi to act directly against dishonesty and ensure transparency from the nomination stage.
About Section 125A, RP Act 1951
- Offence: Filing false information or concealing information in the nomination paper/affidavit (assets, liabilities, education, criminal antecedents).
- Punishment: Imprisonment up to 6 months, or fine, or both; a non-cognisable and bailable offence.
Background – Voters’ Right to Know
- Union of India v. ADR (2002) and PUCL v. Union of India (2003): Voters have a right to know candidates’ criminal records, assets and education – part of freedom of expression [Art. 19(1)(a)].
- Candidates file a sworn affidavit (Form 26) with their nomination.
- Lily Thomas v. Union of India (2013): Sitting MPs/MLAs convicted (2+ years’ jail) are disqualified immediately.
GS Facts: Election Laws
- RP Act, 1950 – electoral rolls, delimitation; RP Act, 1951 – conduct of elections, disqualifications, offences
- Section 8, RP Act 1951 – disqualification on conviction
- CrPC has been replaced by the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023
- Locus standi – the right to bring a case to court.
⚠ Exam Trap:
- Section 125A is in the RP Act, 1951 (not 1950).
- The offence is non-cognisable and bailable, with up to 6 months jail.
- The Court said private citizens can complain – it did not make the offence cognisable.
ECONOMY
FM Chairs 30th FSDC Meeting: Financial Stability, Cybersecurity and Tokenisation

Why in News: Union Finance Minister Nirmala Sitharaman chaired the 30th meeting of the Financial Stability and Development Council (FSDC) in New Delhi on 23 October 2026, reviewing macro-financial stability, cybersecurity preparedness, financial sector reforms and emerging global risks.
Key Discussions
- Risks to watch: Geopolitical uncertainties, the AI boom and a sharp rise in global bond yields – need for vigilance and proactive safeguards.
- Cybersecurity preparedness of the financial system.
- Fintech: Measures to encourage innovation.
- Tokenisation: Exploring tokenisation of financial assets and other real-world assets.
- Unclaimed assets: Faster refund of unclaimed financial assets (deposits, insurance, shares, dividends) to their rightful owners.
- Stronger coordination among financial sector regulators; boosting investment flows.
Key Terms (Simple Explanation)
- Tokenisation: Converting ownership of an asset (shares, bonds, property, gold) into a digital token on a blockchain/ledger – allows fractional ownership, faster settlement and easier trading.
- Bond yield rise: When global yields rise, foreign investors may pull money from emerging markets like India – affecting the rupee and markets.
- Macro-financial stability: Health of the overall economy and the financial system together – banks, markets, government finances.
GS Facts: FSDC
- Set up in December 2010 by the Government as a non-statutory apex body (recommended by the Raghuram Rajan Committee, 2008)
- Chair: Union Finance Minister
- Members: Heads of RBI, SEBI, IRDAI, PFRDA, IBBI, IFSCA and Finance Ministry secretaries
- FSDC Sub-Committee is chaired by the RBI Governor
- RBI’s UDGAM portal helps search unclaimed deposits.
⚠ Exam Trap:
- FSDC is non-statutory (created by an executive decision), chaired by the Finance Minister – its Sub-Committee is chaired by the RBI Governor.
- This was the 30th meeting.
- FSDC is different from the RBI’s Financial Stability Report (published twice a year).

AGRICULTURE
Agrivoltaics in India: Solar Power and Farming on the Same Land

Why in News: Alongside the 7th Agrivoltaics World Conference (New Delhi, 21–23 October 2026; theme ‘Powering the Global South’), the Government explained how agrivoltaics – crop cultivation and solar power generation on the same land – can raise farm incomes and support India’s clean energy transition.
Agriculture – Key Numbers
- Agriculture supports about 46.1% of the population; GVA of agriculture & allied sector estimated at ₹52.08 lakh crore (2025-26).
- Land Use Statistics 2023-24: Reporting area 306.96 million ha (about 55% agricultural); Net Sown Area 138.99 million ha; Gross Cropped Area 217.88 million ha (cropping intensity ≈ 157%).
How Agrivoltaics Works
- Elevated solar structures: Panels mounted high enough to let sunlight and rain reach crops; machines can move below.
- Partial shading: Protects crops from extreme heat; reduces water evaporation.
- Dual land productivity: Crops or livestock plus electricity for farm use and sale to the grid.
Status and Potential in India
- As of August 2025: 36 operational projects (37.54 MW) and 10 pilot projects – elevated, interspace and tracking designs.
- Potential: Estimated at 3,000 GW to nearly 14,000 GW.
- Income: Annual earnings could rise from about ₹60,000/acre to over ₹1 lakh/acre.
- Land suitability: GIS screening found 47.35 million ha of ‘restricted cropland’ suitable for Agri-PV.
- Best crops: Fruits, vegetables, spices and medicinal plants.
- High-potential States (~50% of potential): Maharashtra, Rajasthan, Andhra Pradesh, Madhya Pradesh, Karnataka, Uttar Pradesh. Moderate: Odisha, Tamil Nadu, Kerala, Telangana, Bihar, West Bengal.
Government Initiatives
- PM-KUSUM (launched February 2019): Solar pumps and decentralised solar plants on farms; central financial assistance about ₹34,422 crore.
- Centre of Excellence on Agrivoltaics: National Institute of Solar Energy (NISE) with ICAR-IARI – a 100 kW agrivoltaic system at IARI.
- India Agrivoltaics Alliance (IAA): Launched 2023, anchored by NSEFI; 40+ members.
State Schemes
- Maharashtra – Mukhyamantri Saur Krushi Vahini Yojana 2.0: 16,000 MW solar on about 35,000 acres for farm power.
- Gujarat – Kisan Suryoday Yojana: Daytime power for farmers, up to 16 hours (5 am – 9 pm).
- Karnataka – Surya Raitha Scheme: Solar irrigation pumps; farmers earn from surplus power.
- Odisha: First dedicated Agri-PV Policy 2026 (1 GW by 2030).
GS Facts: Solar Institutions
- NISE – National Institute of Solar Energy, Gurugram; autonomous body under MNRE
- NSEFI – National Solar Energy Federation of India
- PM-KUSUM components: A (small solar plants on farmland), B (standalone solar pumps), C (solarising grid-connected pumps)
- ICAR-IARI – ‘Pusa Institute’, New Delhi.
⚠ Exam Trap:
- PM-KUSUM was launched in 2019 (not 2021).
- Net Sown Area (138.99 mha) is smaller than Gross Cropped Area (217.88 mha) because some land is sown more than once a year.
- India had only 37.54 MW of operational agrivoltaics by August 2025 – far below its potential.
