Cyclone Arnab NCMC review | Daily Current Affairs 27 October 2026

Why in News: Cabinet Secretary Dr. T.V. Somanathan chaired a meeting of the National Crisis Management Committee (NCMC) to review preparedness for cyclonic storm ‘Arnab’ in the Bay of Bengal, which is likely to cross the Andhra Pradesh and Yanam coasts between Bapatla and Visakhapatnam as a very severe cyclonic storm by the forenoon of 28 October 2026.

▸ Cyclone Arnab – Key Facts (IMD)

  • A deep depression over the east-central Bay of Bengal intensified into cyclonic storm ‘Arnab’.
  • Position (05:30 IST): About 590 km NW of Sri Vijaya Puram (Andaman), 650 km ESE of Visakhapatnam, 730 km ESE of Kakinada, 830 km E of Machilipatnam, 910 km E of Bapatla.
  • Track: West-northwest till 27 October, then north-west towards the Andhra Pradesh coast.
  • Landfall intensity: Very severe cyclonic storm – maximum sustained winds 115–125 kmph, gusting to 140 kmph.
  • After landfall: Likely to affect Telangana, southern Odisha, south and central Chhattisgarh, and later eastern Uttar Pradesh and Bihar.
  • Name: ‘Arnab’ was proposed by Bangladesh; it is the first cyclone of the season in the Bay of Bengal.

▸ About the NCMC

  • Statutory status: Given statutory backing under the Disaster Management (Amendment) Act, 2025; formally constituted by the MHA under Section 8A(2) of the Disaster Management Act, 2005. Earlier it worked without statutory backing.
  • Role: Apex body for national disaster response coordination – assesses preparedness, issues directions and coordinates Central and State governments, NDMA and other agencies.
  • Chairperson: Cabinet Secretary.
  • Members: Union Home Secretary, Defence Secretary, Secretary (Coordination), Cabinet Secretariat, and member and HoD of the NDMA; the chair can co-opt experts and officers depending on the crisis.

▸ Disaster Management (Amendment) Act, 2025 – Key Changes

  • Gives statutory status to pre-existing bodies like the NCMC and the High Level Committee.
  • Empowers NDMA and SDMAs to directly prepare national and State disaster plans (earlier done by the National and State Executive Committees).
  • Provides for Urban Disaster Management Authorities (UDMAs) in State capitals and large municipal cities and lets States set up their own State Disaster Response Forces (SDRFs).

▸ IMD Cyclone Categories (Max. Sustained Wind)

CategoryWind speed (kmph)

GS Facts: Disaster Management in India

  • Disaster Management Act, 2005 – after the 2004 Indian Ocean tsunami
  • NDMA – chaired by the Prime Minister
  • NDRF – raised in 2006, under the MHA
  • Cyclone names for the North Indian Ocean are given by the WMO/ESCAP Panel on Tropical Cyclones (13 member countries)
  • Port Blair was renamed Sri Vijaya Puram in 2024

⚠ Exam Trap:

  • The NCMC is chaired by the Cabinet Secretary – not the PM (who chairs the NDMA) or the Home Secretary.
  • It got statutory status through the 2025 Amendment to the DM Act, 2005.
  • ‘Arnab’ was named by Bangladesh.

★ Important One-liners

  • VIGILANCE AWARENESS WEEK 2026 (26 OCTOBER – 1 NOVEMBER): Observed across India under the guidance of the Central Vigilance Commission (CVC)

POLITY

SC: 14 States Agree to Raise Retirement Age of District Judicial Officers to 62

UPSC Prelims + GS-II (Judiciary, Subordinate Courts) TNPSC Unit V – Indian Polity SSC/RRB Polity Source: The Hindu ↗

Retirement age of district judicial officers 60 to 62 | Daily Current Affairs 27 October 2026

Why in News: The Supreme Court expressed satisfaction that 14 States have agreed to raise the retirement age of District Judicial Officers from 60 to 62 years, and declined urgent listing of individual pleas by judges who are about to retire or have just retired. Bench: CJI Surya Kant, Justices Joymalya Bagchi and V. Mohana.

▸ Key Points

  • Court: The issue falls under its ‘persuasive jurisdiction’ – it is between the Supreme Court and the States; individual judges should not move separate pleas.
  • 4 September 2026 order: States directed to raise the retirement age to 62, subject to suitability assessment by the High Court.
  • Seven States that consented first – Chhattisgarh, Karnataka, Madhya Pradesh, Maharashtra, Sikkim, Tamil Nadu, West Bengal – must amend service rules (preferably within two months); officers who retired on or after 31 March 2026 may re-join if not otherwise employed.
  • Pending amendment, no judicial officer in these States will retire at 60 until 62, subject to HC assessment.
  • Other States and UTs (e.g., AP, Assam, Bihar, Gujarat, Kerala/Keralam, Rajasthan, UP, Delhi, J&K) were asked to reconsider; the Court said financial burden cannot be cited to oppose the change.

▸ Background

  • The petition seeks uniform enhancement of retirement age of district judges across India.
  • 2002 judgment: The SC had declined the Justice K. Jagannatha Shetty Commission’s recommendation (First National Judicial Pay Commission) to raise the age to 62.
  • Some States like Telangana and Madhya Pradesh have since moved towards 62.

▸ Retirement Ages of Judges

JudgeRetirement ageProvision
Supreme Court65 yearsArt. 124(2)
High Court62 yearsArt. 217(1)
District/Subordinate judiciary60 (moving to 62)State service rules

GS Facts: Subordinate Judiciary (Part VI, Chapter VI)

  • Article 233: Appointment of district judges by the Governor in consultation with the High Court
  • Article 234: Recruitment of other judicial officers
  • Article 235: Control of the High Court over subordinate courts
  • Article 236: ‘District judge’ defined
  • All India Judges’ Association case (1992–93) – SC had fixed the retirement age at 60 and called for an All India Judicial Service

⚠ Exam Trap:

  • Supreme Court judges retire at 65, High Court judges at 62, and district judges (until now) at 60.
  • District judges are appointed by the Governor (Art. 233), not the President.
  • The 2002 judgment had rejected the Shetty Commission’s 62-year proposal.

UPSC Prelims + GS-III (External Sector, Exports) TNPSC Unit VI – Indian Economy SSC/RRB Economy / Schemes Source: PIB ↗

Why in News: The Department of Commerce extended the timelines under Component II of RELIEF (Resilience & Logistics Intervention for Export Facilitation) – a time-bound intervention under the Export Promotion Mission (EPM) – till 31 March 2027, due to continuing geopolitical disruptions in West Asia and their impact on maritime logistics in the Gulf.

  • Purpose: Support exporters facing extraordinary freight cost escalation, higher insurance premia and war-related risks from disruptions in the Gulf and West Asian maritime corridor.
  • Extension notified: Notification No. 37/2026-27 dated 30 September 2026.

▸ Three Components

  • Component I (₹56 crore): Up to 100% war-risk loss coverage and stable premiums for existing ECGC policyholders (shipments of 14 February – 15 March 2026).

  • Implementing agency: DGFT – end-to-end paperless digital platform.
  • Targets: Help India reach USD 2 trillion exports by 2030 and raise the export-to-GDP ratio to 15%.

▸ Key Terms

  • Reefer container: Refrigerated container for perishables like fruits, seafood and medicines.

GS Facts: Export Bodies

  • ECGC – Export Credit Guarantee Corporation of India; set up in 1957; HQ Mumbai; under the Ministry of Commerce
  • DGFT – Directorate General of Foreign Trade; administers the Foreign Trade Policy
  • EXIM Bank – est. 1982
  • Foreign Trade Policy 2023 – came into force on 1 April 2023

⚠ Exam Trap:

  • Only Component II of RELIEF was extended (to 31 March 2027).
  • Component II gives up to 95% cover; Component I gave up to 100%. Energy shipments are excluded.
  • RELIEF is under the Export Promotion Mission, implemented via ECGC.

MoRTH Amends Motor Vehicle Rules to Enable E85 and E100 Flex-Fuel Vehicles

UPSC Prelims + GS-III (Energy, Biofuels) TNPSC Unit VI; Unit I – General Science SSC/RRB Economy / Science Source: DD News ↗

E85 and E100 flex-fuel vehicle rules | Daily Current Affairs 27 October 2026

Why in News: The Ministry of Road Transport and Highways (MoRTH) amended the Central Motor Vehicles Rules, 1989 to facilitate flex-fuel vehicles that can run on E85 and other high-ethanol fuels – expressly including E100 alongside E85 in emission certification provisions.

▸ What Changes?

  • E100 (nearly pure ethanol) added alongside E85 in the emission-certification provisions (Rule 115 and Rule 115E).
  • Vehicles certified for these fuels must meet the emission and safety requirements of their category.
  • Existing vehicles: No requirement to switch to E85/E100 or modify vehicles – now or in future. A vehicle fit for E10 or E20 is not automatically fit for E85.
  • Motorists should check the fuel compatibility sticker and the owner’s manual.
  • Other changes: Updated biodiesel provisions; weight threshold for light petrol and diesel vehicles raised from 3,000 kg to 3,500 kg; rules effective from Gazette publication.

▸ Understanding the Terms (Simple Explanation)

  • ‘E’ number: E = ethanol; the number = % of ethanol in the fuel (E20 = 20% ethanol, 80% petrol; E85 = up to 85% ethanol; E100 = predominantly ethanol).
  • Flex-fuel vehicle: Runs on petrol, ethanol or any blend in a single fuel tank; its engine control unit adjusts automatically to the fuel mix. Already common in Brazil and the USA.
  • Ethanol sources: Sugarcane (molasses, juice), grains, and agricultural residues (2G ethanol).

▸ Why It Matters

  • Less crude oil import (India imports over 85% of its crude oil); savings in foreign exchange.
  • Can reduce some exhaust pollutants and lifecycle greenhouse gas emissions (depending on feedstock).
  • Extra income for farmers (sugarcane and grain growers).

GS Facts: Ethanol Blending in India

  • Ethanol Blended Petrol (EBP) Programme – launched in 2003
  • National Policy on Biofuels, 2018 (amended 2022) advanced the E20 target to 2025-26
  • E20 became the default fuel from April 2025
  • E100 fuel was first launched for sale by Indian Oil in 2024

⚠ Exam Trap:

  • The rule does not force existing cars to use E85/E100 – it only allows certified flex-fuel vehicles.
  • Rules were amended by MoRTH (Central Motor Vehicles Rules, 1989), not the Petroleum Ministry.
  • E20 compatibility ≠ E85 compatibility.
